To ask the Chancellor of the Exchequer what assessment has been made in the Government's Impact Assessment of the effects of the implementation of the IR35 proposals on small business failures. [89316]

[holding answer 1 July 1999]: The National Insurance compliance implications for small businesses are set out in the Regulatory Impact Assessment of the Welfare Reform and Pensions Bill. The Government are continuing to consult with business representatives on the actual detail of the proposals. Those being consulted include small businesses and their representatives.
