The Social Exclusion Unit has itself made no estimate of the proportion of rough sleepers who are asylum seekers. In central London during 1997–98, outreach workers funded under the Government's Rough Sleepers Initiative, recorded two asylum seekers out of more than 2,500 they worked with who slept rough at some point during that year.
