§ Ms Estelle MorrisWe have not given any guidance to local education authorities on the relative merits of three tier and two tier systems. Schools should be organised to deliver the highest possible standards of education and to reflect parental preference. Local Education Authorities and school governing bodies are best placed to decide on the most effective pattern of provision within their areas, taking account of local circumstances.
