What proposals they are making, as holders of the Presidency of the European Union, for interpretation of Article 9 of the Dublin Convention, which provides flexibility to take account of an asylum seeker's family ties in other member states when determining responsibility for examining an application. As Presidency of the European Union, we are proposing a programme of action on the Dublin Convention. We expect this to include a commitment by member states to seek to agree a common approach on the application of Article 9 of the convention.
