asked Her Majesty's Government:

What discussions they have had with the Government of Kenya about the arrangements for elections in Kenya in 1997 with particular reference to any need for external assistance to ensure that the elections are genuinely free and fair and that all political parties have equal access to the electorate and the media; and what practical assistance the United Kingdom is prepared to offer in this respect.

Our High Commission in Nairobi are in frequent contact with the Government and opposition leaders in Kenya on the full range of issues involved in the holding of free and fair elections. We are in close touch with the Kenyan Electoral Commission about ways in which we can provide practical support to the electoral process.
