asked Her Majesty's Government:

Whether, in exceptional circumstances, the Scottish Sports Council Lottery Fund is permitted to fund, either in whole or in part, the purchase of vehicles; and if so, whether the qualification of an applicant sports club being based in a remote and low-income area might be deemed to be such an "exceptional circumstance".

The Scottish Sports Council as a National Lottery Distributing Body has discretion, within the framework of policy and other directions issued by the Government, to determine detailed eligibility rules for funding under the Lottery Sports Fund in Scotland. I am advised that the Scottish Sports Council has decided, when setting its eligibility criteria, that the general purchase of vehicles for transportation should not be eligible for support. It is for the council to determine whether this rule should be waived in any particular circumstances.
