asked Her Majesty's Government:

In view of continuing reports from Turkey of extra-judicial killings, political murders and deaths following torture, whether they can state that any, and if so which, of the legal safeguards recommended by the UN Committee against Torture or the European Committee for the Prevention of Torture have been put in place there.

The European Committee for the Prevention of Torture's report on its most recent visit to Turkey in 1994 has yet to be made available. We have not been informed of the extent to which the committee found its earlier recommendations had been implemented. We are not aware of any new measures in Turkey designed to implement the recommendations of the UN Committee against Torture in its report to the General Assembly in 1994. We have consistently made clear to the Turkish Government that we expect them to co-operate fully with all human rights mechanisms established under international treaties and conventions to which they are parties.
