§ Mr. Heathcoat-AmorySection 11 of the Finance Act 1993 provides for excise duty to be charged on fuel substitutes, including biofuels. The necessary commencement order is currently being drafted. The intention is that the order will be made and laid before 465W Parliament in accordance with negative procedures, and be subject to the scrutiny of the Statutory Instruments Committee. It is expected to take effect later this year.
