To ask the Secretary of State for the Environment if he will set out the reasons for the differences between the proposed compensation package offered for staff made redundant in the current local government reorganisation and that offered in the 1986 package, with special reference to(a) maximum payments and (b) discretionary payments for those over 50 years.

Any compensation scheme must be tailored to the specific circumstances to which it applies, and should be viewed as a whole. We have provided a compensation package for the current reorganisation which in all the circumstances is fair to employees and affordable for the local authorities and taxpayers.
