asked Her Majesty's Government:

Whether they will issue to immigration officers at ports of entry to the United Kingdom a list of Nigerian Ministers, senior government officials and known emissaries of the military regime, with instructions that the persons on the list are to be denied entry to the United Kingdom, whether or not they possess multiple-entry visas, and whether they will invite the governments of other European Union members to do the same.

Foreign Ministers of the European Union agreed, at a meeting on 20 November, that the existing restrictions on the issue of visas to members of the Nigerian military should be extended to Nigerian civilian Ministers. Immigration officers have been informed of this decision and given details of the members of the Provisional Ruling Council and Federal Executive Council of Nigeria.
