asked Her Majesty's Government:

Whether, as reported in the press on Saturday 12th March, General Galvin, former SACEUR, is or recently has been

  1. (a) acting as military adviser to Mr. Charles Redman, the US envoy currently in Bosnia, in forward negotiations between Bosnian Croats and Muslims and
  2. (b) meeting with Croatian, Bosnian Croat and Muslim military chiefs in Zagreb, to set up joint command in Bosnia,
and if so, under whose auspices these meetings are taking place; whether they have the support or agreement of the United Nations representative on the spot; and whether other parties active in Bosnia, including the British, French and Russian Governments, have been consulted.

General Galvin visited Bosnia over the period 10th to 12th March 1994. Acting as the military adviser to the US Ambassador, Mr. Redman, General Galvin held talks with the Croat and Bosnian military leaders to encourage respect for the political agreements between the two parties and to discuss the military implications. These discussions, and consultations with main troop contributing nations, were held with the full knowledge and support of the United Nations.
