asked Her Majesty's Government:

Further to their reply of 2 March 1994 (H.L. Deb., col.WA 78) regarding the London Boroughs Transport Scheme's permit system, (a) to give a breakdown of the estimated annual savings to business of up to £3 million arising from the abolition of the permit system; and (b) whether they can account for the difference between this estimate (obtained from information supplied by trade associations) and the figure of £300,000 estimated by the Lorry Control Unit.

The annual estimated saving to industry resulting from abolition of the exemption permit system was based on information provided by a number of businesses in London. The figure quoted was close to the minimum estimate provided. The Government have seen no evidence to support the estimate provided by the Lorry Control Unit.
