§ The Minister of State, Foreign and Commonwealth Office (Baroness Chalker of Wallasey)We consider that the Russian Federation, which has taken on the responsibilities of the ex-Soviet Union as a Nuclear Weapons State for the purposes of the Non-Proliferation Treaty, is the owner of the nuclear weapons stationed in Ukraine.
