What is the annual expenditure on administration of Highland and Island Enterprise and Scottish Enterprise, compared with the expenditure on administration for the last year for which figures are available of the Highlands and Islands Development Board and the Scottish Development Agency, which they replaced.

The administration costs of Highlands and Island Enterprise and Scottish Enterprise are not directly comparable with those of the former Highlands and Islands Development Board and the Scottish Development Agency. On replacing these bodies on 1st April 1991, Highlands and Islands Enterprise and Scottish Enterprise also took over from the Training Agency responsibility for the delivery of government training programmes in Scotland. In addition, Highlands and Islands Enterprise was given responsibil-ity for environmental improvement in the Highlands and Islands. The administration costs of the new bodies are based on the delivery of all their functions and are not allocated separately to individual activities.
