The Parliamentary Under Secretary of State, Department of Health (Baroness CumberlegenThe scores currently used to calculate general practitioner deprivation payments are based on Under Privileged Area (UPA) Scores calculated by Professor Jarman using data from the 1981 population census.90WA 1987 the inspectors passed information which they had learned from their investigation to the Secretary of State. This was then passed to the Crown Prosecution Service.
As a result of a decision taken by the Crown Prosecution Service the police were not called in at that stage and none of this information was passed to them until the end of April or the beginning of May 1987, when they were asked to investigate with a view to preparing for the prosecution of criminal offences under the direction of the Crown Prosecution Service.

Whether the Metropolitan Police formally or informally complained at their exclusion from the investigation into the affairs of Guinness plc as reported in the press in February 1987.
The Lord ChancellorI understand that: no such complaint was made, formally or informally. Police commenced investigation into the Guinness case in May 1987 at the request of the Director of Public Prosecutions.
