asked Her Majesty's Government:

Whether they will support the recommendations made in the progress report (S/1994/766, 1 July 1994) of the United Nations special mission to Afghanistan under the leadership of Ambassador Mahmoud Mestiri, and whether in addition they will call for the Secretary-General to name the states responsible for prolonging and fuelling the hostilities, and to call on them to desist from supporting the armed groups, in accordance with paragraph 23(d) of the report.

We welcome Ambassador Mestiri's report and its recommendations. The Secretary General has already decided to implement the recommendation to re-establish a United Nations political presence in Afghanistan. We look forward to further consideration of the report and its recommendations within the United Nations system.

Permanent peace in Afghanistan will only be achieved if the major Afghan leaders and their supporters genuinely want it.
