Whether, and if so by what authority under international law, the commander of the French forces in Rwanda has been given orders to halt the Rwanda Patriotic Front in their advance towards the west of the country.

We are not aware that the commander of the French forces has been given orders to halt the Rwandan Patriotic Front. UN Security Council Resolution 929 of 22 June authorised French forces to mount a two-month humanitarian mission in Rwanda. In order to fulfil the mandate, they have established a secure humanitarian zone in the south-west of the country in which armed activity will be forbidden.
