asked Her Majesty's Government:

What steps they intend to take to ensure that "the five independent members of each police authority should be truly independent"; and what is their definition of true independence; and to give further details on the "six regional short-listing panels" which will consider all applications put forward by members of the public for "appointment as independent members of a police authority", and in particular define the method of choosing a "professional recruitment consultant and two people independent of government" who will form the "regional short-listing panels" mentioned in the House of Commons Official Report, on 27 January 1994, in cols.375–377.
