What progress has been made in the talks with China over Hong Kong's constitutional development.

A White Paper on the development of representative government in Hong Kong will be published and laid before Parliament on Thursday 24th February. Copies will be placed in the Library of both Houses. The White Paper will explain the background to the talks with China on electoral issues in Hong Kong, give a summary of the talks, and an assessment of the proposals put forward by both sides against our requirement that the elections should be open and fair.
