asked Her Majesty's Government:

How many prisoners were held in each local prison on 1 February 1994; what was the Certified Normal Accommodation in each case; arid what was the percentage of overcrowding.

Lord Ferrers has asked me, in the absence of the Director General from the office, to reply to your recent Question about the Certified Normal Accommodation of local prisons.

The attached table shows the Certified Norma] Accommodation (CNA), population, and population as a percentage of CNA (that is, overcrowding) of each of the local prisons on 1 February 1994.

1 The power of the Police Complaints Authority to grant a dispensation from the requirement to investigate a complaint in any case where the complaint is anonymous or repetitious or incapable of investigation was augmented in 1990 to enable them to grant dispensations in relation to complaints which are vexatious, oppressive or an abuse of the procedures; or where more than twelve months has elapsed since the incident in question without good reason for the delay. Many of these cases would previously have been recorded as withdrawn or unsubstantiated, according to the circumstances.
