Whether they propose to draw up a written constitution so that everyone will know their legal rights and obligations.

No. Our present constitutional arrangements make effective provision for the individual"s rights and obligations under the law. To attempt to codify or to replace those arrangements in a "written" constitution, which would be subject to interpretation by a special court, would be neither desirable nor necessary.
