Curriculum Council for Wales, School Examinations and Assessment Council and Her Majesty's inspectorate in Wales about the teaching or modifying of the national curriculum for emotionally and behaviourally disturbed children.

The Welsh Office has issued circulars to local education authorities and schools in Wales advising on the provision to be made for children with special educational needs within the national curriculum including, if necessary, the adaptation, modification or disapplication of national curriculum requirements. The Curriculum Council for Wales has issued non-statutory guidance for teachers on how to provide for pupils with special educational needs and the Schools Examinations and Assessment Council has produced and distributed to all schools in Wales teacher guidance material on the assessment of pupils with special educational needs. Pupils with special educational needs include those with emotional and behavioural problems.
