To ask the Secretary of State for Employment what research has been undertaken by her Department into the feasibility of offering Government-funded training credits to all persons aged 16 years to meet the learning costs of approved courses.

Youth credits are already available in 20 areas of Britain and the Government's aim is that in 1996 every 16 and 17-year-old leaving full-time education will have the offer of a credit. The Department has a programme of research to evaluate youth credits schemes, to help identify good practice emerging from operational experience, encourage continuous improvement, and inform consideration of any proposals to use a credits funding mechanism in other circumstances.
