To ask the Secretary of State for Scotland what percentage of persons in Scotland he estimates is paying higher levels of council tax than the previous community charge.

Using information from the family expenditure survey, it is estimated that about 40 per cent. of households in Scotland face higher bills for council tax in 1993–94 than their combined household community charge bills in 1992–93. This estimate is based on a 0.1 per cent. sample of Scottish households and is therefore subject to sampling error. The estimate takes into account the effects of the community charge reduction scheme in reducing personal community charge bills but makes no allowance for the effect of community charge or council tax benefit.
