To ask the Secretary of State for Transport when' traffic-calming regulations are to be introduced.

I am pleased to announce that the Highways (Traffic Calming) Regulations 1993 have now been made, and laid in Parliament. They give highway authorities clear legal powers to use a range of engineering measures as part of traffic-calming schemes. The regulations will come into effect on 27 August 1993. Traffic calming can have very worthwhile effects in improving local environments and in assisting road safety. Measures to keep speeds to appropriate levels and alter the way drivers behave are as relevant to small towns and villages as they are to large urban locations. I want to see the use of traffic calming spread as rapidly and widely as possible. My Department will assist this process by assessing good practice, and generating technical guidance on techniques that can be used.
