Whether it is in accordance with international law or conventional practice to send missiles offensively across another country's airspace without that country's explicit permission.

The use of force, including the use of missiles, is prima facie contrary to international law if it infringes another state's territorial integrity. Force may however be used in exercise of a state's inherent right of individual or collective self-defence.
