§ Mr. Heathcoat-AmoryMy right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs discussed the implementation of subsidiarity with our partners most recently at the Copenhagen European Council on 21 and 22 June, when M. Delors presented further examples of legislative proposals which would not be taken forward on subsidiarity grounds. This anticipated a full Commission report, to be delivered at the Brussels European Council in December, which will review existing legislation in the light of subsidiarity. We are working closely with other member states at official level, in particular with the French and the Germans, to ensure that this report is substantive.
