HL Deb 04 February 1993 vol 542 c19WA
Lord Kennet

asked Her Majesty's Government:

What discussions they are having with ex-Soviet intelligence services (Russia, Ukrainian, etc) parallel to those the US intelligence services are having with them (Moscow World Service in English, 10th January).

The Minister of State, Foreign and Commonwealth Office (Baroness Chalker of Wallasey)

We discuss intelligence matters with a number of countries. Such arrangements depend on confidentiality and we do not comment on them in any detail.

I can however confirm that in December 1991 the Deputy Director General of the Security Service visited Moscow accompanied by a senior Home Office official. They discussed with the Russian security authorities the running of a security service within a democracy, a subject about which the Russians had expressed interest, and the prospects for co-operation on counter terrorism.
