Whether it is their policy to encourage bicycling in Greater London and other metropolitan areas.

We recognise the value of cycling as a means of local transport. The Department of Transport's policy has been to encourage local highway authorities, which are responsible for providing cycle facilities on the roads on which most cycling takes place, to provide convenient and safe facilities. This has been done through published guidance, and technical advice in response to specific enquiries. In London, we have supported the development of a thousand-mile network of cycle routes.
