asked Her Majesty's Government:

Pursuant to their Answer of 24th March [HL Deb., col. WA 15], under what vote and by what authority money is to be made available for expenditure on the European Cohesion fund before the ratification of the Treaty of Union.

The interim cohesion financial instrument was adopted unanimously under Article 235 of the Treaty of Rome. Our contribution to the Community budget, including the instrument, will be paid out from the Consolidated Fund under authority of the European Communities Act (1972).
