Why they apply restrictions to the sale of Pyrogen-free sterile water to agencies treating drug abuse.

The effect of the Medicines (Products other than Veterinary Drugs) (Prescription Only) Order 1983, as amended, made under the Medicines Act 1968 is that all medicinal products for parenteral administration, excluding insulin but including "Water for Injections BP" (which is Pyrogen-free sterile water of a quality suitable for injection), are prescription only. Therefore, the restrictions on distribution which the Act attaches to medicines with that legal status apply.
