To ask the Secretary of State for Education and Science what elements are taken into account to reflect the higher London costs in the capital allocations made to schools and colleges in London.

When local education authorities submitted their cash plans for education for 1990–91, these reflected regional differences in costs. In setting annual capital guidelines for education for 1990–91 the Department took into account local authority plans, and where the component of the annual capital guideline relating to a genuine need for additional school places was based on a standard building cost multiplier it was adjusted to reflect regional differences in building costs.
