asked Her Majesty's Government:

Whether they will list the categories of persons who may be able to apply for de-registration from the community charge register for a period of time because employment takes them away from their normal residence.

The Parliamentary Under-Secretary of State, Department of the Environment (Lord Hesketh)

: An individual is subject to the personal community charge in the place where they are solely or mainly resident. Any move which constitutes a change of sole or main residence will therefore result in a person ceasing to be subject to the charge at their original address. If the move is within Great Britain the individual will become subject to the personal community charge at their new place of sole or main residence.
