To ask the Secretary of State for Education and Science what information he has as to the average cost of a place in(a) nursery school, (b) nursery class and (c) reception class for four-year-olds.

Local authority returns of expenditure to the Department of the Environment do not separately identify spending on provision for four-year-olds in nursery schools, nursery classes or reception classes. Expenditure on such provision is included within the primary sector. However, for the purpose of the public expenditure White Paper, my Department does make assumptions about the division of spending between under-fives and over-fives in the primary sector, taking account of the latest projections of pupil numbers. unit cost implied by the provisional outturn spending attributed to under-fives in 1989–90 is some £1,350. This includes spending on under-fives in nursery schools, nursery classes, and reception classes in primary schools.
