asked Her Majesty's Government:

What progress has been made with the feasibility study of a non-fault scheme for minor traffic accidents; whether the Association of British Insurers has been consulted; and how long it is now thought that this study might take.

Since my announcement (Official Report, 14th July 1989, col. 561) of the Government's acceptance of the recommendation of the Review Body on Civil Justice that an examination be undertaken of the feasibility of a no-fault compensation scheme, restricted to less serious road accidents and financed by private insurance, an inter-departmental working party of officials has been constituted. The working party will be holding its first meeting in November. Consultation with the insurance industry, including the Association of British Insurers, and others will begin early next year. It is hoped to complete the feasibility study by the end of 1990.
