§ Mr. AshdownTo ask the Secretary of State for Education and Science what, according to his best estimate, is the proportion of the whole amount of money spent on student grants is accounted for(a) in theory and (b) in practice by parental contributions for each year since 1979 until the latest year for which the Government can estimate.
