asked the Secretary of State for the Home Department what consideration has been given to allowing chief constables the power to request the banning of a march or marches to the Home Secretary without the approval of the local council concerned.

I refer my hon. Friend to paragraph 50 of the Green Paper "Review of the Public Order Act and related legislation" (Cmnd. 7891), which canvassed this option, and to paragraph 4.15 of the White Paper "Review of Public Order" (Cmnd. 9510) which records the result of that consideration. Clause 13 of the Public Order Bill, which has just completed its parliamentary passage, retains the existing procedure for banning marches.
