asked the Secretary of State for Transport what number of passengers he intends to regard as substantial in relation to clause 28, subsection (b), of the Airports Bill.

The number would vary from one group of airports to another. There are already two airport systems where traffic distribution policy is applied: in the London airports system some 75 per cent. of air passengers, and in the Scottish lowlands airports system over 90 per cent. of air passengers, have their ultimate origins or destinations in the south-east of England and in Scotland, respectively.
