There are already two airport systems where traffic distribution policy is applied: in the London airports system some 75 per cent. of air passengers, and in the Scottish lowlands airports system over 90 per cent. of air passengers, have their ultimate origins or destinations in the south-east of England and in Scotland, respectively.
