§ Mr. RifkindThe responsibility for negotiating salary levels for speech therapists employed throughout Great Britain in the National Health Service rests with the Whitley councils for the health services, and it would not be appropriate for me to intervene before salary negotiations, which are currently in hand for speech therapists, have reached a conclusion.
