§ The Prime MinisterPresident Reagan has been meticulous in seeing we are both informed and consulted on the arms control talks. We had two meetings in New York last month, and we were in direct touch before the latest US proposals were tabled in Geneva. The day after he meets Mr. Gorbachev, President Reagan will brief a special session of the North Atlantic Council in Brussels, which I will attend.
