§ Mr. NewtonImplementation of the Act rests with local authorities, who are in the best position to assess local needs and to decide the most appropriate arrangements for meeting them. We do not allocate resources to specific personal social services, but expect local authorities to fulfil their statutory obligations including those under the Chronically Sick and Disabled Persons Act. We believe that local authorities fully recognise and seek to discharge that responsibility.
