§ Lord SkelmersdaleCircular 32/81 issued in November 1981 drew attention to the legislative changes on ploughing of public rights of way including the revised restoration requirements contained in the Wildlife and Countryside Act 1981. ADAS officials provide advice to farmers and landowners about the ploughing and restoration of footpaths in the course of their normal duties.
