What is the strength of the Special Constabulary at the last convenient day, and how this total compares with the totals a year ago, five years ago, and 10 years ago.

The number of special constables enrolled in England and Wales at 31st December 1982 was 15,139. It was 14,978 on 31st December 1981, 19,252 in 1977 and 27,740 in 1972.
