§ Mr. Geoffrey FinsbergA decision on whether or not a mid-term census is to be held in 1986 has not yet been taken. That decision will need to take account of a number of factors, including the purposes which such a census might serve, alternative ways of serving those purposes, the costs of carrying out a census and the burden on the public who would be required to complete census forms.
