asked the Secretary of State for the Environment if, in view of the growing practice of establishing large supermarkets outside main cities and other centres, he will advise all planning authorities when giving consideration to the establishment of such markets to require the provision of proper toilet and other facilities within the plans, particularly for the physically disabled.

The provision of toilet and other facilities within buildings would not normally come within the scope of planning control. However, local planning authorities are already required by law, when granting planning permission for retail premises, to remind developers of their obligation under the Chronically Sick and Disabled Persons Act, 1970 to make adequate provision for the needs of the disabled in the means of access provided and any parking or toilet facilities to be made available.
