Mr. Kaufman

asked the Secretary of State for the Home Department if he will list to date those district councils which, pursuant to section 26 of the Local Government Act 1972, have requested approval from him to change their local election cycle (a) from an annual system of retirement by thirds to whole council elections every four years and (b) from whole council elections to annual elections.

Mr. Mellor

Under section 26 of the Local Government Act 1972 a local authority in Wales may not pass a resolution and request a change in its system of election within 10 years of passing a resolution on the same subject. No Welsh district council has requested a change in the system of election for which it opted during the period of local government reorganisation in 1973–74.
