Friend the Under-Secretary of State with responsibility for home affairs and the environment made it clear to the House on 25 October — [Vol. 47, c. 232] — that in determining authorities' allocations for the next financial year we shall fully cover all legally binding commitments entered into before 20 October. I shall inform housing authorities of their provisional allocations shortly.
