asked the Leader of the House:

Whether she will arrange for Peers to use pre-paid postage envelopes for letters posted from the House of Lords, and for the daily attendance allowance to be reduced by £2, with a view to ensuring that Peers' allowances bear a closer relationship to the expenses they incur.

Members of the House of Lords do not receive an attendance allowance, but they claim reimbursement of expenses within specified daily limits. Those eligible to make such claims may do so in respect of expenses actually and necessarily incurred in respect of their parliamentary duties arising out of their attendance at the Sittings of this House. Under the Resolution of the House of 22nd July, 1980 Lords may claim reimbursement of expenses incurred for the performance of their parliamentary duties as general office expenses or on secretarial or research assistance ". Reimbursement of postal expenses may be claimed as within general office expenses. I remain of the opinion that at present the existing arrangements are satisfactory.
