Mr. Carter-Jones

asked the Secretary of State for Education and Science if he will review the general policy for the provision of communication and other educational aids to assist the handicapped pupil and student to receive adequate education under the appropriate legislation; whether he has any plans for changes in that policy; and if he will make a statement.

Local authorities, in the exercise of their functions, under the Education Acts and the Chronically Sick and Disabled Persons Act 1970 respectively, have duties and powers to provide aids to assist the education of handicapped pupils and students. Health authorities and the Department of Health and Social Security may also provide aids to handicapped pupils and students for general purposes which would also assist them in
