Lord BARNBY to ask Her Majesty's Government:

What instructions they now intend to give to our representative on the Committee of five western powers to achieve conclusion of the agreement between the United Nations and the Republic of South Africa on the question of South West Africa, bearing in mind the success with which SWAPO, with Communist backing, have delayed the Committee's efforts.

I would refer the noble Lord to the Answer given in another place on 21st March to the honourable Member for Sheffield, Heeley by my right honourable friend the Secretary of State for Foreign and Commonwealth Affairs, in which he gave details of the recent ministerial talks held in New York in an effort to satisfy the concerns expressed by both sides which have hitherto delayed the implementation of the settlement proposals.
